Help!! 2000 evinrude ficht 225 will only start on ether

New starter 2 new batteries new high pressure fuel pump all new relays. Turns over at 200rpm according to ev diagnostic. Will start on starting fluid and run and start rest of day. I kinda think its the start assist circuit in emm but don't know how to test to verify.

Check for any EV diag codes and fuel pressure
ether is easy to light up what about the fuel...old stale fuel ??
