All you have to do is ground it but you have to get to the key switch to do it.
In the key switch, the black yellow wire is a ground coming up from the motor...the black wire is going ground. The man overboard tether is a simple switch.....on/off.
Buy an online tether switch and wire it in...
Yes, that is the first year model. Bought it brand new in 1991 and put about 50 million miles on it on a 86lb Sears Gamefisher......12 footer.
It's been a great motor.

He was referring to the orange wires going to the coil. Orange green lower.....orange blue going to top.
If one is wet one dry most likely coil or power pack. Switch coil and see if the problem follows.
It should have started on one though. Could be carb or fuel related

Once it's in the correct position, leave it alone.
To repeat Racerone, lift the high idle leaver on the motor turn key while pushing in. Pushing in the key activated that primer.
Report back what happens.
You can mount the kill switch on your dash if you want but you will have to wire it into the box.
Post Pic of control box, if it's a white or black box with a red plug on the end of the harness it should have a spot for a man overboard switch.
Probably the vst or something but best to go to the E-tec web site and read their posts or make one ...
Google barnacle bills E-tec and it will show up.
I wouldn't run this motor until it's fixed
