its been cooked , possibly leaned out from the looks of the melted alloy on the cylinder bores.
2 strokes don't like heat , running with a lean mixture makes heat , heat causes seizing , seizing causes melted alloy on the bores .
motor is toast !.
looks like its burned up pretty bad , scrap it and go on the search for a later motor.

i found a cheapo AM set , advantage of the $12 set was when i pulled the drive each time to rectifie a shift issue the gasket didn't break into pieces like the 3 $40 serra ones did.
best bet is to just change the oil , crank it up to get it running temp shut it off then it will be fine to let it sit .
there is plenty of oil in the motor to stop any rust forming , if rust forms you have a bigger problem that needs to be attended too .
