    7.5 hp Mercury runs flat

    I have a 1974 Mercury model 75 (7.5HP) outboard that idles great and rev's up fine in neutral but doesn't seem to get to full rpm's when in forward gear. Motor runs great just a little flat when I want to move out. Could this be a prop problem, I believe it is stock issue.
