    you are taking about sea water pumps not the block circulation pump tgat the op speaks of. Your 454 will have a circulation pump mounted to the front of the block over the timing cover. This circulates water through block and heads, and is feed by the crank mounted seawater or raw water pump.

    Another likely difference is the original engine (assume 96 or newer) had Vortec heads, 85 would not have vortec heads, big airflow and hp difference between them . If your block has the bosses for roller lifter guides swap in the proper marine cam and lifters, vortec heads if needed

    Once timing is set also check your advance is coming correctly. Im assuming you have mechanical weights for advance these can get hung up. Lack of full ignition advance can limit rpm as well.

    cover prop for winter?

    There is a roughly 1/4” hole in front of nose cone of lower unit make sure that is clear and it will all drain. Pour a little af down the center of the prop you should see it drain.

    Unless there is a LFW, loose effing wire , might check wire from points to negative side of coil for chaffing. Can ground out the points and effectively kill the spark
