    1989 70HP EVINRUDE WILL NOT "WOT" PULSE LIMITER QUESTION.

    I AM WORKING ON A WOT PROBLEM. ENGINE IDLES FINE, AND WILL REV IN NUTURAL. BUT WILL NOT REV WITH A LOAD. Gets 2000rpm AT BEST. HAVE CHANGES FILTERS INLINE AND IN ENGINE UNDER VRO.
