Wot rpms should be 4600/ 4800 rpms,....
Probably oughta start with a compression test on the motor,....
Ayuh,.... It appears to be the standard inverted flare fitting, like Merc's, or brake lines,.....
It should require no sealant of any sort,.....
I'd take it apart, 'n look for damage,....

Make sure that path is clear, so that the pump can pump water,.....
Ayuh,..... Welcome Aboard,..... The shutters live at the top of the down pipe, so remove whatever upper exhaust that's necessary to access,.....
If they're burnt up, 'n fallen, pull the drive, 'n look up the exhaust passage,....

Pull the drive, 'n look Up the exhaust passage,.... ya might see the ole shutters,....
Just guessin' if it can't breathe out,...... it can't breathe in,......
Ayuh,..... Is the controller stuck in throttle only,..?? if so, fix the controller,...
Is the forward cable from the control to the shift plate by the motor workin',..??
Can you shift the drive with the lower shift cable removed from the shift plate, manually,..??

It "Sounds" like a lack of fuel,....
Any restrictions in the tank,..?? Lines,..?? filter,..??
Which eldebrock carb,..?? if the 1409, that's a solid carb,.....
