    94 135 black max wont charge the battery

    this may be a stupid question but ill ask it anyhow. i have a 94 mercury blackmax that wont charge my battery. ive replaced the stater. someone told me to replace the voltage regulator. but id just like to get a second opinioin before pissing more money away. help please...
