1988 Evinrude 40 Hp that had the VRO removed by the <br />previous owner and did not the remove VRO pump he just by passed the VRO by running the fuel line stright to the carbs<br />The engine will not run more than 1000 rpm.<br />I'm thinking that the VRO pump needs removed and a fuel regular...
