    Shift Rod Connector bolt

    1996 30hp. evinrude. I have attached a pic of the shift rod connector. -pic's in repair manual are slightly different(directions also). ?- which bolt turns. ? will the rod turn with the bolt. if so which is fixed. ? Do i run the risk of breaking the rod with too much torque. Thanks,
