I have a 1999 smoker craft with a 70hp two stroke. The engine wont turn over with the key and it wont raise or lower. The fusible link is good and the battery is charged and holds a load. I have been told it sounds like a ground problem but i cleaned all of the grounds i could find. Any advice...
