I have a 1987 9.9 2 stroke that will not rev. I have by passed fuel pump, changed fuel tank, changed plugs, cleaned carb. It seems when on the river it will rev to about 1/4 throttle and stay there even when opened up all the way. I tried pumping the fuel ball and choking carb but no change...
