It looks like it, but it's hard to say how it would end up dropping out of the upper ??? I'm going to dig deeper today and see if I can tell. I started wondering if it was from a prior service. I'll drop the lower and drop the propeller gear case and take a good look.
I have a 1971 Evinrude Fastwin 18 HP. When I dropped the lower to replace the impeller, the drive shaft bearing seal fell out of "nowhere". It's hard to tell from the old service manual where the bearing and seal goes. Anyone with experience on this motor? It's in great condition otherwise.
