    That appears to be an old repair that didn't hold up too well. The blisters are probably due to some bondo type crap that was used to fair the repair. As Scott said - sooner rather than later, it's most likely leaking.

    #1 Fuel tanks should never touch the hull. Hull flexing can crack the tank. #2 Neoprene can cause corrosion when touching aluminum (chemical reaction)

    3/4 marine ply should be 9 layers, no voids. That looks like 7 layers and has voids. Plus half the layers look like garbage.
