01' Yamaha 90 tilt stuck in up position

I hope someone can help, I have a 2001 yamaha 90 outboard that is stuck in the up position, the tilt motor runs but with no results. I have done the following so far:

I have check the fluid, but it is full
I have tapped on the unit with a hammer
I have stood on the end unit while having someone push the tilt button
I have checked all of the wiring but could not detect any issues
I have also loosened the hydaulic line to the upper side of the piston to no avail

Does anyone have any other suggestions for me??

Are you sure the tilt lock lever is not engaged?
Did you open the by pass screw and see if that would allow it to go down?
Did you try pushing both the down and up buttons to see if wires are crossed
or polarity is backwards?

The lock levers are not engaged
The release screw will not turn and theslot is now stripped from trying to turn it
Yes I have tried all of the butons in all directions.

this did happen once before about 3.5 years ago, the mechanic at that time added new fluid and bled the system and it worked until now. When i tried the same procedure a few weeks ago it worked for a few weeks but now nothing seems to work.

Was the oil contaminated? The system is sealed and should not have to be changed out unless there is a leak.

Sorry, but I am out of thoughts at this point.

No contaminates, the mechanic decided to add more fluid at the time and it worked. I can tell you that when I loosened the hydraulic line to the upper side of the piston and tried running the tilt no fluid shot out of the open line, which at this time makes me think that maybe the line from the reservoir may be clogged with contaminates?

There is a filter right below the T&T motor. When I pulled my t&t motor I found the foam filter had fallen apart. I had to use a wet vac to clean it out of everything flushing with clean fluid and vacuuming.
Maybe the motor to pump coupler is broke, I think it is plastic, and the motor is running but pump not turning.
