04 3.5 johnson water pump...

I'm not overly familiar with outboards, my fathers 3.5 stopped circulating water, none at all coming out the pee hole.
Got it apart, the impeller looks good.
I spit on the pee hole and blew air through the intake above the pump housing with a straw and it made one little bubble. Didn't seem like it was steady air coming out.
There is rust on the drive shaft. Is it possible the water is getting pumped up the drive shaft, causing the rust, instead of up the intake hose, a bad seal or something?

There is no thermostat

Have you checked that the cooling water telltale is not simply blocked somewhere

Rust on the drive shaft is not significant There is water and exhaust gas around it anyway.

Did you check the watertube grommet in the top of the pump

Did you try connecting a hose to the bottom of the watertube while the gearcase was off
You should get water from the telltale and water coming back down the leg from the powerhead

I got it.
The last thing I checked was where the water enters the tube under the tank, it was pretty corroded.
