'04 Merc 9.9 standard model - emergency starter ROPE

for this engine, which is a remote steer / ELECTRIC start - does anyone know if the emergency starter rope is attached already to the engine - perhaps inside the flywheel cover - - - or is it a separate accessory that comes with the motor - but not "in" the motor.

i have the user manual that indicates there is a rope provided - but I don't have the motor near me to open up and check.
