That is a factory special EPA-approved 5-sided tamperproof fitting similar to a Torx. As far as I've found it is not a standard hardware item and has to be purchased from a dealer. Most folks remove the fastener and replace with a regular Phillips screw. Some later motors use that special head for the carb adjustment screws.
