05 SX-M Tilt Up Issue

I've search and can't seem anything specific to my problem, the issue is that it doesn't tilt all the way up. My brother has the same year and model outdrive and his goes much higher. The unit tilts normally then it's like it hits a limit and won't go any higher.
Any suggestions?
