my 88 merc 25hp is very hard to start cold-- the only way i can start it is by taking cover of and holding throttle open til it gets going--having to restart alot--- checked plugs and replaced even though they looked good--feul filter looks brand new-- primer bulb pumps up good--choke seems to be working--and seems to be getting good flow of gas at least to filter---please help
