115 Chrysler pre amp

So I've been tracking a no spark issue on my 1979 Chrysler 115 for quite a while now, I lost interest a few years ago and am now getting back on it. I've updated to the cdi 115-3301 cdi and coil and after it not working I found I didn't have it grounded since I used the OEM rubber mounted bolts. Anyway now that that is fixed I can get it to spark it if pull the white/black striped wire from distributor and touch it on and off of the block but don't get anything if I leave it connected to distributor. I have 13v going into distributor on blue wire Imeasured volts on the white/ black wire while spinning distributor it only flucuates from 7-8 volts , so It sounds to me like I need a trigger but I just wanted to ask you guys before I order one.

Not sure if this will help your problem but...

'79 70hp chrysler, same as your less one cylinder breakerless dizzy
no spark after running out on water,
long story short
Replaced original cd unit with Streetfire cd ignition system,
had spark straight away,
secured cd to small plywood " plate" to suit original mounting holes, couldn't use rubber bolt thingees, too short,
make sure no wires touch block, it'll still run but cough and shake like grandma on a cold winters night...it's winter here atm lol

runs well now...with the proviso that it is a old chrysler, lots of history not much of a future...in this case,
$200 donk just used as a tender to get out to a moored boat
