115 johnson v4

Hello I am hoping someone can help me. Lets start at the begining i just bought a 115 johnson v4 rebuilt the modle number is 115mlcte the serial number is j5838643.
The motor runs on muffs and in the water but will not run in the idol postion. When the motor starts and i try to bring it back to the idol position the motor stalls.I know the proper idol rpms are around 600 to 700 in the water and 100 on muffs. When I get the motor started and try to back off the throttle it dies. Also if i give it gas the motor bogs down sounding like it is getting too much fuel.
I have the throttle control set at the all the way forwad ajustment it just dose not seem to be giving the engine enough gas.
someone at the marina said it could be dust from the cover insulation geting into the carbs.

I bet the carbs were not rebuilt or the sync & link was not done properly. Get the OMC manual for your engine.

Also I agree with BoatBuoy.

the motor runs on muff and in the water but will not idol at the idole position on the shifter control when i put it in nuetrual and bring it to 1000 rpm it runs when i bring it back to the postion to put it in gear it goes to about 500 rpms and quits if i try to goive it gas it bogs down and stalls i am running brand new gas with a double mix to break in engine
i have tried to ajust the idol with the control cable but it is all the way out with the same results anyhelp would be great i have browsed through the faq but have not seen anything exactly like this

I am sorry. I Have been working on this boat for 2 days and am very frustrated. I appolegize to everyone who reads this and if it is a good idea i will repost. Please let me know.
