Thanks to everyone who tried to help. In my last post my 115 Ocean Pro was stalling out over 1300 rmp's. I noticed the carb service value had a crack running down the side of it, before I took it to a repair center to have the carb's reworked I spent the $6.40 for a new service value and replaced it myself in 15 min's or so and thank God it worked.
The service center I got the part from told me that this part is the most replaced part on the engine, I should have gotten 2 of them.
I am at best a shade tree mechanic but it you have strange problems with the engine running fine until you go over some number of rpm's I would consider looking very hard at the service value.
