No. The torque generated by the motor is determined by the construction of the motor windings. If you connect two 12V batteries in parallel you'll be able to get the rated torque for twice as long as a single battery, but not more torque. If you connect the two batteries in series, you can get higher torque...for the short while until the motor burns out .
