120hp Force stuck in Neutral

Hello. My father-in-law gave us his 1995 Maxum 1800XR with an unknown year Force 120hp motor that he's had sitting for years, and I'm in the process of trying to get it operational again. So far I've pulled off all of the spark plugs (top 2 were clean, third had a little surface rust and fourth was pretty rusty), used deep creep on all of the cylinders, and have started testing out the electrical components. When I was getting ready to test out the starter and solenoid I noticed that the prop was spinning when I would spin the flywheel. Looking through other threads on here I followed instructions and ended up taking off the lower unit (was going to do that anyway to check it out), and the flywheel is still pretty hard to move. I've tried going in and out of forward, reverse, back to neutral, and I can see where the linkages are moving, but can't seem to figure out why it's not going into neutral. When I was spraying the deep creep I was rotating the prop and able to see all 4 pistons moving correctly, and seemed to be no friction or binding. Any recommendations?

Need to post a few pics of the shift linkage and lower unit.
They made 2 different drives a 3 and 6 jaw lower.
Need a pic of the bolt that holds the trim fin in place.
Then I can tell what drive you have? 3 or 6 jaw
