125 force help

Can not get motors to spin at sufficient rpms to start . I have to new fully charged batterries all new cables new perko switches And i still cant get them to do any more than barely spin one or two revolutions. What can i try next I have 12.3 volts at the solenoid the starter engages and disingages.
