holes are for balancing carb internal air volumes... do all carbs leak ???

could be a simple float/inlet needle issue on 1 carb but 4 ???? IF so fuel pressure may be exceeding the float capacity to block fuel ingress. Think of them as small toilet bowls.
simple designs & auto cut-off when full.

Is this a new problem or old problem.... anyone worked on the carbs lately ??

Update got it to quit leaking fuel but won’t stay running at Idle Engine has to be has to be wide open to stay running and if you start it and the motor is up as soon as you let it down in water it dies but it fires right back up
