130 Ocean Pro Idle Issues

Hello all,
I have a 2000 Johnson Ocean Pro 130. She runs very rough at idle with rpms ranging from 850 to 1300 in the water, and 1200 to 1750 on muffs. When switching into gear sometimes she bogs and will stall when trying to give throttle (on water). In gear rpms are about 650 to 700. She runs great at WOT. 5200 @ 39MPH on my 2000 SeaPro 190WA. She doesn't skip a beat except at idle. She was very hard to start, but after a carb rebuild she fires right up now. Cold or warm.

Compression is 120, 122, 120, 125.
Carbs rebuilt (not just cleaned). All air mixture screws set to 3 1/2 turns as specified in the manual.
New spark plugs and gapped properly (0.30)
Tested coils as per manual and for spark gap.
Have not tested power pack or stator. Could they cause this issue?
New fuel pickup, lines, fuel/water separator, primer bulb, and all fittings.

Now I did just do a cylinder drop test. 2 and 4 will cause the engine to make noticeable change. 1 and 3 were little to none. 2 and 4 were also noticeably warmer than 1 and 3. All the plugs looked to be about the same light brown color.

​​​​​I ordered a timing light to check timing, so I can update those numbers once I get, and the wife let's me get the boat on the water.

​​​​Could this be a stator or power pack issue? Floats need adjusting? Bowls replaced? They are the plastic ones.

That's what I couldn't figure since it's only at idle. Spark itself seems fine at idle, but not igniting properly?
