140tl79r tilt trim problems

I have overhauled the tilt trim rods on a '79 Johnson 140 that had been sitting for several years. The oil seals on the pistons were completely destroyed. I have followed the fill procedure and the tilt piston works great. It raises and lowers the motor. The problem is in the trim rods. When I start to lower the tilt, the port side trim rod immediately retracts. When the motor is tilted down to the rods, then the starboard rod will not retract. When I tilt the motor up, the retracted rod extends and then the motor tilts like it is supposed to. What is making the one rod retract early? Is there something else I need to bleed? Why won't the other rod retract? I'm totally confused here. Thanks for your help.

When I filled the reservoir I made sure that the tilt cylinder and both trim rods were fully extended. I bled the cylinder several times and continued to top off the reservoir. Don't know what else to do.

More details. After working with the tilt trim a little more I have more information. When I can get the trim rods to both retract by pushing down on the motor just a little they both work fine. Then, when I try to tilt the motor, after the trim rods have ALMOST fully extended, the tilt cylinder seems to slip. It tries to engage but it jumps around like a gear is slipping. If I manually lift on the motor enough so that the trim rods completely extend, then the tilt cylinder takes over and works fine. Also, the tilt cylinder will hold the motor fully tilted and does not slip. But, as soon as I begin to lower the motor, it slowly slips until the motor hits the trim rods.

Obviously I have a check valve or a seal or something that is not working properly, but I don't know where to start looking. Sadly, I'm sure this means taking the motor off the boat and disassembling the whole dang thing again.
