There are 16 footers and there are 16 footers, GB. Do you know what the boat is rated for? Most boats will perform well with 70% or more of the rated maximum HP.<br /><br />I had a 16' heavy duty Jon that was rated for 30HP and did well with 25, and I have had a 16' Boston Whaler that was rated for 100HP and did well with a 70.<br /><br />I don't think a 15 is enough for a typical 16' glass boat.
