15 hp Great at High Speed But Will Not Idle

I have a '87 Johnson block in a '79 Evinrude chassis. Runs great at high speed but will not idle. Any ideas? Any subtle linkage differences that may be missed? Ignition advance?

Sounds to me like your low speed jets are clogged----I'd reclean the carburetor. Sometimes they look clean, but.....
