15 HP Merc Tracker leaking fuel out of carb primer

This is my first post here since I could not find my answer by searching like in the past.

I have a 1997 Merc Tracker outboard that is leaking fuel out of the carb primer bulb when the motor is running and when I prime the fuel line primer hard it leaks sometimes out of the carb primer. (I believe the part number is F681046 of the part fuel is leaking out of when running.)

If there was/is supposed to be a check valve in the carb primer then this would not happen so I don't see how replacing this part will help so please guide me.

What is causing this?

Is the carb not seated right so the fuel is getting to high in it?

That primer is always the first thing in the carb to go. And it will make it run like crap. The primer is a diaphram to push fuel, it has a spring under it and a small steel ball for a valve in the bottem on the primer bowl, checks a tube leading to the float bowl. Just buy the kit, and replace everything. Not hard at all to do. It will replace the primer, fuel pump, and gives you a chance to really clean the carb.
