150 Evinrude EXEOM 1995 -Carb adjustment setting

I rebuilt the carbs on this motor according to the manual. The manual states the low speed adjustment on the throttle body should initially be set three turns off its seat. Are they saying three full 360 degrees off of its seat? Just asking because most carbs are 1 1/2 turns off their seat and mine is running bad. I realize this is suggested to be done in the water with back pressure but it ran good on the muffs previously and I should at least be close to that before I take it to the harbor for final adjustment. .

Was there any other trouble shooting done besides ----It must be the carburetors ?

No. Motor was running fine but the bowls (float chambers) were leaking and warped. Rather then just replace the bowls I purchased 6 new float chambers and 6 new rebuild kits for the carbs figuring as long as they were off I would check and clean the carbs. All parts are BRP OEM. The float chamber gaskets were messed up and the chambers warped from over tightening the float chambers last season. My bad. So back to the original question .Manual states initial setting for the low speed needle to be 3 turns out. I assume it means three full 360 degree turns out but thought to clarify rather than just assume.

Had to run it in a barrel to keep it running long enough for further diagnosis. First off I found that the side plates on the carbs were not tightened enough thus allowing air into the idle control. I tightened them down realizing that they too, or the carb body are / is also warped. Hopefully they will be ok as by tightening them down they are not as likely as the float chambers to warp. Motor is starting and running much better although I need to go to the harbor to run it in gear as per manual to get a proper idle adjustment and speed. It does seem to idles high though. I have adjusted the control cables and carbs to the manual but does not seem to kick down after warm up. Any suggestions on the high idle.? Thanks.
