150 GT rpm issues

Some weird rpm issues with my motor. I have a 1990 150 GT J150STLESB. I just recently just had my rectifier replace due to jumping rpm's and not charging. After the shop replace the rectifier, the rpm doesn't jump anymore but here's my issue; RPM will run normal up to about 5,000 on fully trim out. But sometimes my RPM will go up to 5800 not fully trim up. As I let it ride out like that for a minute, when I slow down and put in neutral, my rpm doesn't come all the way down. It stays at 2,000. So what I did was shut her off and restart it up, she'll run like normal up to 5,000 again. This only happens a couple of times. Not sure what's wrong or what's causing the problem. Can this be a bad VRO unit or low fuel pressure? Reason I say that is because I'd seen it leak before but the shop didn't find any problem with it. VRO has been disconnected and just using fuel side. Any help will be awesome!
