Shop Manuals are indispensible for this type of testing... You can test the powerpack resistance (OHMS) of the secondary coil, but not the primary, with a voltmeter, but any further testing will require a special tester which puts live voltage to the coil, according to my OMC Shop Manual......I just ran down a problem w/my 83 Evinrude, 75 hp......no spark, no ignition.....turned out to be the timing base (charge coil) under the flywheel......flywheel magnets were OK, coils-OK, powerpack-OK, neutral start switch-OK, Starter and starter solenoid-OK, Stator-OK, keyswitch-OK.....
