150 merc 1996 trim and tilt stuck

help........ I just replaced my lower unit after doing a water pump replacement and trimmed the motor all the way up and now it will not move down.........
any help would be greatly appreciated:.....:/

Make sure that the tilt lock is swung out of position. Is it clicking?

there is not any lock that i can see .
and no there isin't any clicking but the trim motor seems to run fine in both the up and down

the trim motor will run fine when the switch is engaged....
it sounds like it is not pumping any fluid and the resevor is full...........is there a way to get the thing down manualy

Manual release valve. Big hole on the starboard side of the transom clamp. You need a big screwdriver. Unscrew it a turn or two.
