15HP Cranking Test Speeds

My Mercury/Mariner Service Manual states to measure the switch box and stator voltages at speeds between 300-1000 rpm. I'm trying to trouble-shoot a no spark ignition problem. My engine is a manual start. Does anyone know how to perform these tests with a pull starter?

The pull starter should give you over 300 RPM.

Thanks. Do you know if the cranking voltage readings should be taken 'in-circuit' with the wires connected, or should the wires be disconnected to take the measurements? I guess the easy way to measure would be disconnected, allowing easy access to the wire leads with meter probes?
