15hp evinrude... broke thermostat bolts

Bought a 89 smokercraft last year with same year 15hp evinrude outboard.

last year all I did was replace lower oil, and new fuel tank/ lines.

This year as part of maintenance I wanted to replace waterpump impeller,thermostat, and spark plugs.

I just finished replacing the waterpump impeller and plugs and go to loosen the thermostat housing bolts and 2 of the bolts sheared right off.

one of them has about 1/4" of the threads sticking out so might be able to get it out with pb blaster and vice grips. The other one sheared off flush with the housing.

This is my first boat and first time working on an outboard.

Any tips to fix this?
Should i remove the head and drill bolts out and use a heli coil?

It really sucks cause the waterpump impeller, plugs, and thermostat all looked good..... so just opened up this giant can of worms for no reason. Pretty upset... looks like i wont have my boat out this spring :(
