15hp Johnson Outboard:Reverse does not engage

I try to put in reverse and at times, the gear lever will go into the reverse position but it wont engage the gear. Any ideas? Its a 1982 Johnson Seahorse. Model # J15RCNC also I am told that when you put lever gear in Neutral, the prop moves freely. If thats the case, my prop does not move. I'm confused.

sound as if the lower unit was removed and the shift rod not reinstalled correctly. also try turning prop while trying to shift.

If your trying to shift with the motor not running it won't work.You need to nudge it with the pull rope or rotate the prop.
