16ft aluminum bass boat not getting up on plane. Help?!?!?

Purchased this boat it is a 2004 16 ft 4 in fisher aluminum bass boat about 2 months ago but needed engine work. Got it running for 250.00 bucks bad cdi and needed an impeller so all together i spent 2200.00 on this package but now the 1992 40 hp merc classic doesnt want to get the boat up on plane nor get the speed past 17 mph. I have it wot at 5200 rpm's too. I have to have my girlfriend sit in the front just to get it to 17 mph. I' m just trying to get down the river a little bit quiker than that. Any suggestions??? i was thinking about putting a ss prop on.

spun prop? or engine still needs work. something is wrong! what pitch is the prop on there now?

Is the motor trimmed in (prop closer to boat)for hole shot.
Is it a full dress bass boat with live well and built in gas tank,troller and deep cycle battery etc.
5200 and not planed something is screwy.Perhaps the motor is too high.Is the antiventplate
(just above the prop)about even with the bottom?Is the prop in real good shape?
What size prop?
You'll find the numbers near the base of the blades or under the prop nut.

the pitch is 16 but cant find the diameter. The numbers under the prop nut are 48-73142-A40L-16p.

this boat is fully dressed with 2 batteries trolling motor livewell and built in 10 gal gas tank. i think i found the size 10x16. how would you know if its spun or not? any suggestions on a new prop.

Is the antivent plate(just above the prop) about even with the bottom of the boat?
Usually when a hub is spun it stays spun producing little or no push.
Take it off and put a waterproof line across the hub and do a test run and see if the line is broken.I do think a 16 is too much prop but can't be sure till we get it planed for top speed and rpm.You might try a slow careful holeshot to see if it will bite better.
