175 OB motor chattering on excelleration and reverse?

I have a 1995 Stratos with a 175 Johnson. The mounts are bolted solid on the transom however the motor has play in it when you give it gas in reverse? It's not the mounts it seems to be in the tilt and trim (which works fine). Is this normal?

Also, when accelerating hard it has a slight chatter which seems to be from the same issue...?

Any help is appreciated!

Are the upper motor mounts tight ??

Yes, all 4 mounting bolts are tight. I can sit on the back of the boat and while my friend slowly throttles reverse the motor has slack in it somewhere between the transom mount and the tilt and trim mechanism. It will rock up and down several inches. The tilt/trim works perfectly and does not leak but I'm not sure that may be all there is to it. Today, I tilted the motor up to about 45* and I could (with allot of strength) lift the motor away from the transom mount. I could see the main ram was allowing the movement, is that normal?

On my last boat that had a johnson 70 on it, the tilt/trim was rock solid, no movement.
