176571 - Will this prop fit my motor? 1991 Rude 90 HP

I just bought a boat and brought it to Colorado. I think I need to go down in pitch to get my wot rpms where they should be because of the altitude (5000 ft). My current prop is a 13 3/8 X 17. The SST 176571 is a 13 7/8 X 15. I can only get 31 mph at 4500-4600 rpm with the current prop. Any ideas on how the 15 pitch prop will affect my rpms and top end? Any help is much appreciated!!!

Am I correct in assuming that the SST 176571 is a 13 spline exhaust thru hub prop that will fit my 1991 Rude 90 HP motor?
