18hp 1960 Evinrude Gas Leaking at Carb

I think my carb is leaking fuel from the high speed adjustment pin. Is this possible and will rebuilding the carb with gaskets, seats and needles fix this problem?

I also read somewhere on this forum that I should run 24:1 fuel mixture as apposed to 50:1. Is this good advice on this type of older motor?
