1938 Neptune 1A39 1.2HP

Recently bought a Neptune motor that I plan on restoring. Having no luck finding a manual or other engine references. I was told it was a 1938 but the data plate seems to say 1A39. Does this mean it's a '39?
I am trying to find out the original color, engine specs etc. Hopefully the data plate is readable. The engine seems to be very complete and in decent condition. Turns over, has spark and compression but doesn't start. I plan on doing a compression test when I have a chance. Any suggestions on references, books or manuals. Maybe a good site to help me through a restoration. Any info you can provide will be greatly appreciated.

Doug Penn has a lot of parts for Neptunes [and everything else].
He is a real good Guy to deal with. The last time I checked with
him for parts, He didn't have what I needed but found one for Me and
passed along My info to the Guy that had it.

I believe Your motor is a 1939. I have a 1951 Neptune m/A1.
A neat little motor. It was the first of a collection that now
numbers 33 motors!
Beware their addictive!!!
