1947 Sportwin - taken apart to clean and now i have no throttle control?

i took apart my 1947 evinrude sportwin because it had previously sheered off the flywheel key and wasn't running correctly.

After getting a new key, I broke down the entire top half of the engine and cleaned it up. I soaked / cleaned out the carb. Now when i try to run the motor, it takes forever to start and when it finally sputters to life, the throttle has almost no bearing on the engine aside from the engine cuts out if i have the throttle set less than half regardless of adjusting the mixture.

I'm totally open to ideas or even suggestions on setting the carb - which has only one adjustment I saw. I tried everything from nearly closed to a few turns out.

My float is all in one piece and isnt brittle, either.

Does it have a prime lever that contacts the float pin coming up through the float chamber top cover?

yes, when i turn the choke adjustment all the way left, it strikes the prime pin.

And?? Is there gas flowing into the carb throat?

I've got a manual with the same style carb, it's for an eaton's viking and explains how to setup the carb once it's been apart, PM me your address.
