1948 Evinrude 3.3hp carb

Hi all. I have a 1948 (1947-1951 4423 series) Evinrude 3.3hp that I am restoring. My question is about the carb. The air bleed shutter is opened by a small roller bearing which is pushed by the throttle but what closes it? Originally this shutter lever was very loose (I think) but now it is tighter. This may be the result of using ATV to make the gasket for the two halves of the carb. Even if this shutter was loose I don't understand what would make it close.

When I look at the breakdown of a carburetor like that it becomes obvious as to why fuel injection has taken over.-----Fuel injectors are cheap and easy to make.

yet...everything simple.. is complex and ends up in the garbage can because we can't fix anything anymore....:-(

The toaster became complex when they moved up from the two door slice flippers :)

i wonder if you could get a 2.3/3.3hp carb from the 80's/90's to work by fabricating an adapter. that thing looks like a nightmare to get parts for!
