1954 5.5 Johnson carb building questions

I am ready to order the carb kit and coils to try and get this 5.5 going. There is a rebuild kit here on Iboats that I am considering, and just below it is this kit for high and low needle packing. Is this needed in addition to the carb kit? If so what is it?

The kit will have the packing washers included. iboats uses sierra aftermarket parts, and the kit will not include a float. Yours may be fine to reuse. Kits from BRP will have the kit, and most marinas have access to them. The packing goes under the packing nut around each needle, and when you turn in the packing nut, it squeezes the packing around the needle to the back of each hole they fit in to keep tension on the needle so it won't turn unless you manually turn the controls. It also seals the needle so air cannot get in around it.

I wouldn't re use the old cork float. You can buy a new one at your local marine supply. I generally stay away from Sierra stuff, because certain things don't match OEM quite as good as I like. OEM kits include the float in the kits, besides.
