Good morning Patrick.
There is a good chance that the lower unit needs to be taken apart and given the same treatment as the uper part.It could be as little as a missing or broken pin,but if the lower unit was put away while there was water in it you should really take it apart.Time to get a manual. When you take the lower unit off,you also want to replace the impeller on the water pump. Not to worry though, there are plenty spare parts around and these engines are strong longlasting runners.I have three running '57 seahorses which are the exact same engines.
Good luck.

I agree completly with rolmops, especially about the water pump. I just wanted to add a quick check you'll want to do before removing the lower unit to service it and the water pump.
Remove the shifter acess window on the side of the exhaust housing (midsection). Behind it you'll see the shift-coupler. Make sure that the shift coupler moves up and down as you shift gears. Be aware that you must turn the propeller a bit when you switch gears or the clutch dog will bind against them.
If the coupler is not moving, the problem must be either at the bell-crank which is just below the powerhead, or the shift handle itself is rotating, but not the shift-handle shaft.
The coupler is non-adjustable, and so long as there's any sort of bolts in it, it cannot itself slip.

Good luck!

You can get a "Seloc volume one" which covers 2 cylinder engines from 1956 until 1972.It is very helpful and written with the purpose of making you succeed in fixing your own engine.I used it a lot.Just click the button on the left bottom side of this page and order it.
For parts like impeller and plugs, you should be able to get them from you local napa store or a johnnyrude dealer.
For spare parts try:
www.tcoutboard.com
good luck
