1960 40hp Evinrude Big Twin

I'm restoring an old boat with a 1960 Evinrude. It's been sitting a long time, so just trying to get it running. I noticed there was an opening on the port side of the lower unit, just above the cavitation plate. It looks like a plate should be screwed over it. Anyone know what the function of that is?

The water intake is in the snout above the propeller .. The small holes in the bypass plate are for when the motor is in reverse. The plate has to be in place for the water to reach the water pump..

There may be another function but I do no know..

Some models have scoops some just holes..
