1960 Evinrude 10 hp fuel bowl filter

I am rebuilding the carb form a 1960 Evinrude 10 hp. Can the fuel bowl filter be cleaned or does it have to be replaced. Can I eliminate it and put an inline filter betwen the fuel pump and carb.

It is designed for, and meant to be replaced. Some people claim they can be cleaned, and sometimes they can be--to an extent.

Yes, you can remove it and use an in-line.
